Shanghai, China: The city government will enact
the first local regulation to standardize home(residential)
and commerical light intensity in different parts
of the city, an official with the Shanghai Lights
Administration said yesterday.
A draft version of the regulation is currently
being examined by experts in the field and should
go into effect by the end of this year, according
to the official.
The new regulation won't have much effect on
the present commerical lighting arrangements in
downtown areas. Most of advertising lights don't
exceed the standard, said Zheng Jingwen, deputy
director of the administration.
The policy will dictate how much home lighting
can illuminate residential areas during the night.
Commercial light reflected on windows of a residential
apartment in the suburbs should be no brighter
than 25 luxes (the international unit of illumination)
before 10pm and 4 luxes after 11pm.
For downtown apartments, light should be no brighter
than 50 luxes before 11pm, according to the draft
regulation.
Illumination of 25 luxes is more or less what
people can see in a dark room with only street
lamps outside.
Stricter controls will put on flashing neon signs,
which are more likely to cause visual fatigue
than steady light, city officials said.
Floodlighting cannot be installed on the facade
of hospitals and residential apartments, according
to the regulation.
It also says direct commercial light should not
be used on plants in parks around the city.
